Fingerprinting


All Lehman College School of Education (SOE) students must be fingerprinted and pass a New York City Public Schools (NYCPS) background check prior to receiving fieldwork or student teaching placement assistance. Your fingerprint status in the NYCPS Personnel Eligibility Tracking System (PETS) must be listed as “Eligible” before you can be placed. You must follow the procedures below prior to receiving any assistance in securing fieldwork or student teaching placement. 

The School of Education: Office of Clinical Practice & Partnerships (CPP) confirms fingerprinting clearance through our L360 Fingerprint Application and PETS. PETS is a web-based application developed by the NYCPS to monitor and manage the security clearance status of individuals employed by or working in NYCPS schools with students.

NOTE: NYCDOH (Dept. of Health) and NYCDOI (Dept. of Investigations) fingerprinting are NOT valid for NYCPS (New York City Public Schools) clearance.

Complete Lehman 360(L360) Fingerprinting Application for any of the following reasons:

  1. NEED fingerprinting clearance for upcoming fieldwork and student teaching and never previously applied in L360? 
  2. Fingerprinted by NYCPS (New York City Public Schools) but never submitted a School of Education fingerprinting application? Your L360 Fingerprinting Application must be on file for us to review and confirm eligibility.
  3. You were fingerprinted by NYCPS (New York City Public Schools) but need to have them TRANSFERRED to the New York State Education Department (NYSED). 

NOTE: NYCDOH (Dept. of Health) and NYCDOI (Dept. of Investigations) fingerprinting are NOT valid for NYCPS (New York City Public Schools) clearance.

All Lehman College education students, including those who have been previously fingerprinted and already have records with New York City Public Schools (NYCPS), begin the fingerprinting process by completing our Lehman 360 Fingerprinting Application.

  1. Access your Lehman 360 account. (L360 User Guide)

  2. Complete our Lehman College: School of Education Fingerprinting Application in Lehman 360 (Fingerprinting Application User Guide)

  3. All sections of the form must be completed in full. Lehman College will enter your information into the NYCPS PETS system. 

    The top part of the Fingerprinting Application is pre-populated with your own CUNYfirst information. If it is not correct, see “How to Change CUNYfirst Personal Information” below.

PETS (Personnel Eligibility Tracking System) will initiate a background investigation process by sending a nomination email. The links in the nomination email will expire 10 days after you receive them, so be sure to check both your inbox and junk mail folders. Complete the instructions for NYC Public Schools Applicants by following the instructions for the nomination email below. 

  1. Create or activate an APPLICANT GATEWAY account using the same email address that was used in the nomination email.

  2. After creating your personal Applicant Gateway Profile, you will need to “Confirm” your profile. Select “Confirm” at the top of the page. Please carefully review all your biographical data to ensure accuracy.

  3. Fill out any required forms listed in the Forms Requiring Action column. The online Background Questionnaire must be completed before you can be fingerprinted. Do not schedule an appointment unless all online forms in Applicant Gateway are complete and you have reviewed the Fingerprint Instruction Sheet.
  1. Log in to Lehman 360.
  2. Select School of Education > Fingerprinting.
  3. Scroll to the bottom of the application.
  4. Your fingerprint status is located under NYCPS Personal Eligibility Tracking System (PETS) in Eligibility Status. 

Eligibility Status in L360 Fingerprinting Application:

Eligible: This indicates individuals have met all NYCPS fingerprinting requirements and can work with NYCPS students. The Lehman College School of Education can now assist with fieldwork or student teaching placements. 

Ineligible: This indicates that an individual does not have security clearance and is not allowed to be in contact with NYCPS students. Contact the Clinical Practice Office.

Employed: For NYCPS teachers, paraprofessionals, assistant teachers, substitute teachers, “Employed,” indicates that your security clearance is posted at “your own school,” and can not be duplicated at Lehman College.

  1. All NYCPS fingerprinting is done by appointment only. 

  2. Schedule an appointment for fingerprinting by visiting IdentoGo's website or by calling the toll-free call center at (877) 472-6915. 

  3. When prompted on the IdentoGo website, enter the NYCPS Employee Applicant Service Code: 1588JG (The Fingerprint Instruction Sheet in your Applicant Gateway Profile includes all the necessary information for scheduling your fingerprinting appointment.)

  4. The fingerprinting fee, which is subject to change, is $101.25, which can be paid online when you set your fingerprinting appointment or in person when you appear for your fingerprinting appointment.

  5. Government-issued photo identification is required (Choose One):
  • Driver's license
  • US Passport
  • Permanent Resident Card

All international students' fingerprint security clearance is processed using alternative methods. For instructions, please Contact the Clinical Practice Office.

The TEACH system is designed for various functions regarding fingerprinting and teacher certification for the New York State Education Department (NYSED). By creating a personal account, you will be able to access your fingerprint information and track your results. To create a TEACH Online Services Account, visit the Office of Teaching Initiatives (OTI) website.

  1. Log in to your TEACH account.
  2. Under Inquiry Links, click on View Account Information.
  3. Select Fingerprinting.

NOTE: If you see the statement, Your DCJS and FBI results have been received, you have New York State fingerprint clearance and require no further action.

The OSPRA 104 is used to transfer fingerprinting clearance records from NYCPS PETS (New York City) to NYSED (New York State), which is required for final NYSED Teacher Certification.

The OSPRA 104 Form states the following: “This form is to be filed by individuals who have been previously fingerprinted (after July 1, 1990) for a license and/or employment by the New York City Board of Education (NYCBOE) and are authorizing the NYCBOE to forward their criminal history to the New York State Education Department for certification application and/or employment purposes.”


The OSPRA 103 is no longer available. If you have been fingerprinted by New York State, you can no longer transfer your fingerprinting clearance to NYCPS PETS. If you have questions, please Contact the Clinical Practice Office

  1. Download the OSPRA 104 form from the New York State Education Department (NYSED) website.
  2. Complete Sections 1 and 2. Select the checkbox in Section 2 that states, “I am remaining in the employ of the NYCBOE and I am seeking clearance for certification.”
  3. Sign and date Section 3.
  4. Create a “Non Employee” login through the HR Connect Web Portal.  
  5. Once logged in, click on "Upload Documents," which appears at the top of the screen.
  6. From the Category drop-down menu, select “Walk-in Center OSPRA 104.”
  7. Enter in the Subject field, "OSPRA 104 Form." Enter any additional details in the Notes field.
  8. Attach the OSPRA 104 Form by clicking the Choose File button. All fields on the Upload Document page must be completed to submit your OSPRA 104 form.
  9. To upload the OSPRA 104 form, click Submit.

Note: Fingerprint transfers generally require ten business days to process. In some cases, processing can take up to a month.

If CUNYfirst Personal information (name, email, phone, permanent address) is incorrect, please follow the Lehman College Registrar's webpage guides for updating personal information.

If CUNYfirst Academic Plan or Subplan is not correct, contact your Program Coordinator/Advisor immediately.
